The sites admitted to this ring are a reflection of the ring. The content should match the topic of the ring, and navigation code should be located where the content is. Each site is part of a community and the traffic is best shared between all the sites when each member makes an effort to participate. If the navigation code is relegated to a "links" page you would be better to consider moving it to where the best content is (perhaps in addition to the links page). At a minimum you should verify that you can navigate TO the navigation bar code EASILY from whatever page the content is on.
